I'm very excited for ZAP to release the Zap-x as it will probably be my next car if it stands up to it's promises. As for why people are all hyped on electric cars now, from doing some digging I found that almost every major car manufacturer had an electric version back in 2003 and they disappeared, interesting read "Who Killed The Electric Car" (http://www.sonyclassics.com/whokilledtheelectriccar/electric.html), NPR (http://www.npr.org/templates/story/story.php?storyId=5524918) & http://www.whokilledtheelectriccar.com/index.html.
